Obama Policy Shift at the U.S.-Africa Summit?

President Obama made a long-overdue policy shift at the U.S.-Africa Leaders Summit last week, according to former U.S. Assistant Secretary of State for Africa Hank Cohen. But without an international effort to stop illicit financial flows from Africa, inclusive development can't happen, says Briggs Bomba.
