Were Zimbabwean Hyenas Being Shipped to China Legally?

Authorities have allegedly intercepted a shipment of 11 hyenas that were about to be exported to a safari park in China. This comes after Environment Minister Oppah Muchinguri, in January, vowed that Zimbabwe was going to "sell wild animals without hesitation".
