Where Did Ugandan Finance Ministry's U.S.$200 Million Go?

When the Speaker of Parliament Rebecca Kadaga deferred debate on a report into the misappropriation of $200 million meant for the procurement of drugs, rural electrification and earth-moving equipment, head honchos at the ministry of finance were relieved, writes The Observer's Sadab Kitatta Kaaya. But Kadaga's insistence on an audit presents another opportunity for the mystery to be resolved.
