    President Bush and Rwanda Kagame sign a Bilateral Investment Treaty between the United States and Rwanda at the Presidency in Kigali. The treaty is the first investment agreement the United States has signed with a sub-Saharan African country in almost a decade. In 2007, bilateral trade flows between Rwanda and the United States were up 40 percent to $29 million.
