On February 12, 2003, WTO Agriculture Chairman Stuart Harbinson issued his latest draft of new trade rules for agriculture. This draft will be debated at a Mini-Ministerial meeting with 25 WTO member countries this weekend in Tokyo. All WTO members are scheduled to reach final agreement on new agriculture trade rules by March 31st. Negotiations over new agriculture trade rules are considered the most contentious within the WTO and of most significance to developing countries.
