The Human Rights & Peace Centre (HURIPEC) at Makerere
University and the Liu Institute in Canada intended to study the causes of
the the conflict and to recommend ways in which civil society interventions
in the conflict could be further strengthened. They also hoped to develop
information that would be useful in ending the abduction of children. The
study concludes that the conflict will not end without action by the
international community and the African Union. The purpose of international
involvement would be to establish a dialogue leading to a ceasefire and a
buffer zone between the LRA forces and the govenrment. The study propose
four elements that would be key to ending the conflict: international
involvement, a national reconcillation conference, economic and social
rehabilitation and community reconcilation.
