At its 21st Session held at Ministerial level held on 7 December 2004 to consider the situation in the East of the Democratic Republic of Congo (DRC) and developments in the relations between the DRC and Rwanda, the Peace and Security Council (PSC) requested me, in consultation with the Current Chairperson of the AU and the Chairperson of the PSC, to take appropriate measures to convene a Summit bringing together the Rwandan and the Congolese Heads of State, in the presence of the African Union (AU), the United Nations and other stakeholders, with a view to reducing the crisis between the two countries.
