It is clear that a party getting a compliance certificate is not an end in itself but the beginning of a long process of fulfilling strict rules in order for the said party to be called a national institution. More urgent for the parties that have been given the certificate is the need to fulfil stringent election rules. And as Alex Chamwada reports if the rule of law is strictly followed, some of the parties that have complied for now, risk being barred from participating in elections should they go into slumber.
