Kofi Annan Tips Kenya on Reforms

Hours before Kenya marks the second anniversary of the promulgation of the new constitution, the Chair of the Panel of Eminent African Personalities that mediated Kenya's political crisis after the disputed December 2007 presidential election, Kofi Annan has expressed concern about the slow implementation of the Supreme Law. Annan singles out the stalled police reforms and the failure to conclude the appointment of new commissioners to steer the Ethics and Anti Corruption Commission, as setbacks to the reform agenda. In a statement released ahead of the anniversary, Annan said Kenya must ensure a free and fair election and he also threw his weight behind a planned national peaceful elections conference scheduled to be opened tomorrow by president Mwai Kibaki.
