Kamotho: Teachers haven't been duped in Kenya

He signed the deal on behalf of the government 15 years ago and today JJ Kamotho says teachers have every right to demand their dues from government. The former education minister told NTV that governments over the years had attempted to implement the teachers' pay deal. But he says the current demand may not be met.
