This report focuses on ongoing trade irregularities, the lack of transparency of diamond revenues, and examines ways in which ZANU officials and the global diamond industry have colluded to pull off the biggest plunder of diamonds since Cecil Rhodes.

It also offers policy suggestions and recommendations that would improve the management and public beneficiation of Zimbabwe’s diamond revenues. This report is the third investigation by PAC into illicit activity in Zimbabwe’s diamond sector.
