World leaders have been reacting to news of Hugo Chavez's death. Some say his passing is a tragedy, others call it an opportunity. The man who rose from an obscure military officer to become the of one of Latin America's largest economies, had been battling cancer for the last two years. Al Jazeera's Diplomatic Editor James Bays reports from the United Nations in New York.
