South Sudan's warring factions have signed a cease-fire plan, a move that is hoped to end weeks of fighting between the government and anti-government forces. Representatives for President Salva Kiir and his rivals signed two agreements in Addis Ababa late Thursday. One agreement calls for both sides to immediately cease all military operations. The other deals with the status of detainees. Nhail Deng Nhail, the lead negotiator for the government delegation, expressed guarded hope. For more perspective on the ceasefire agreement VOA's Vincent Makori talks to Andrew Green by phone from Juba.
