This is a concept document on the development, programming and implementation efforts of a recently proposed agricultural initiative on "Back-to-the-County". This is regarded as one of many seminal approaches for pilot testing the resettlement of displaced Liberians in a county of choice. In view of the ongoing turnover of professionals from agriculture and the graduation of graduates in agriculture education from the agricultural colleges by the University of Liberia and Cuttington University, this initiative is a movement for making careers in agriculture ambitious. It is to also establish a multiplier base for micro enterprise development in each of the 14 counties. To this effect, the poverty reduction strategy (PRS) becomes a monumental microcosm of national development policy issues derived from an overall dissatisfaction of conditions affecting the well-being of the population.
