Building on progress: Infrastructure development still a major challenge in Africa

To assess and track citizens' access to basic infrastructure, Afrobarometer records direct community-level observations of the presence and absence of infrastructure in the many communities visited by its field teams. This paper focuses on five basic types of infrastructure: electricity, piped water, sewerage, tarred/paved roads, and cell phone service.
