The Bank Group and Kenya on February 18, 2009, signed two loan agreements worth UA 42 Million for the Community Empowerment and Institutional Support Project (CEISP) and the Technical, Industrial, Vocational and Entrepreneurship Training (TIVET) Programme.

The CEISP and the TIVET will have UA 17 million and UA 25 million, respectively.
 The CEISP project, to be implemented by the Ministry of Planning, National Development and Vision 2030, is expected to strengthen the ministry's capacity to harmonize and improve the linkages between national and district development planning processes by building and equipping 107 district planning units and district information documentation centres. It will also build the capacity of local communities to better utilize development resources such as the constituency development funds.  TIVET, for its part, will be implemented by the country's higher education, science and technology ministry. The project will support efforts at building and upgrading training facilities within Kenya's public institutions in order to enhance access, quality and relevance of training provision in each province of the country.

Signing for his country, Deputy Prime Minister and Minister of Finance, Uhuru Kenyatta, acknowledged the Bank's continued support to the government and people of Kenya, and thanked the institution for its readiness to assist Kenya. The higher education minister, who was present at the signing ceremony, highlighted the important contribution both projects would make to efforts at creating jobs and empowering communities through training and information that would enable them demand accountability and transparency. AfDB Resident Representative, Domina Buzingo, who signed the agreements for the Bank, reiterated the institution's commitment to the Kenyan people and government for effective development. She emphasized the need for good governance and an efficient implementation of the projects.
