The African Development Bank (AfDB) Group Governance Director, Gabriel Negatu, and the Head of the Collaborative Africa Budget Reform Initiative (CABRI), Neil Cole, on April 7, 2009, in Dakar, Senegal, launched the first AfDB-CABRI Report on Budget Practices and Procedures in Africa.
"This report is a landmark in guiding reforms in budget institutions and practices in Africa," Mr. Negatu said during his opening remarks. The report is part of a joint programme between the Bank's governance department and CABRI on good financial governance designed to strengthen efficiency, transparency and accountability in the management of public resources. The report provides an overview of budget practices and procedures in key areas, including budget timelines, medium-term budgeting, budget execution, parliamentary oversight, off-budget spending, fiscal transparency and aid management.
CABRI is a professional pan-African network of senior budget officials in finance and planning ministries across the continent, created as a platform for its members to share experiences on budget reform programmes and contribute towards the efficacy of public finance management in Africa. Officially launched on May 14, 2008, in Maputo, Mozambique, the CABRI will soon become a legal and independent membership-based organization and it is one of the many pan-African organizations supported by the Bank.
