African Development Fund (ADF) plenipotentiaries will meet in Tunis from 7-8 September 2010, within the framework of ADF-12 replenishment.

Previous meetings on ADF-12 have been held in Helsinki (Finland), Cape Town (South Africa), and Abidjan (Côte d'Ivoire). The last ADF replenishment for 2008-2010 period dates back to 2007. It has made it possible to raise the equivalent of US$8.9 billion, a record 52% increase in the Fund's replenishment history.

Projects and programs implemented in 2008/2009 under ADF-11 comprised the construction and rehabilitation of over 18,500 km of roads and tracks, facilitating the movement of over 40 million people; 5,800 km of electric lines, 685 sub-stations and the provision of 200 MW of electric power to over 16 million people. Others include 16,500 latrines, 500 km of water supply pipes, 12,500 classrooms for some 12 million students and 468 health centres; as well as providing access to health care for over 13 million people.

It should be recalled that during ADF-11, the AfDB carried out many reforms aimed at building its operational capacity and efficiency as well as fostering dialogue with its clients, communication and information dissemination, corporate governance and environmental protection.

ADF-12 will enable the Bank to promptly and adequately respond to demands from African countries, especially the poorest and post-conflict countries. The response will be based on the institution's medium-term strategy and it will make it possible to focus on strategic sectors such as infrastructure (electrification, transportation and water, with special emphasis on green growth), good governance and regional integration.

The ADF is the African Development Bank's concessional window, set up in 1972. The Fund enables the AfDB to strengthen its position as a benchmark institution. The ADF works for social and economic development in 40 low-income African countries (77% of the continent's population), by granting loans and grants to the public sector at favorable conditions. To date, the ADF has financed 2,293 operations, estimated at UA23.5 billion (equivalent to US$36.2 billion). The ADF is the major donor regarding regional integration and regional public goods in Africa.
