The African Development Bank (AfDB), the African Development Fund (ADF) and the Government of the Republic of Korea signed a 2007 Technical Cooperation Agreement on Korea-Africa Economic Cooperation (KOAFEC).

Based on this, the African Development Institute (EADI) of the AfDB has been overseeing "The Next African Leader Programme" with grant support from the KOAFEC Trust Fund under the Human Resources Development pillar. This programme is being implemented in Korea with the Korea Advanced Institute of Science & Technology (KAIST).

Beyond earning advanced degrees in ICT, the students will be exposed to Korea's economic and social transformation. It is envisaged that these students will be agents of change and knowledge transfer, not only in service of their home countries, but also to the continent at large.
