Africare Introduces New Chief of Programs

Africare announced Franklin C. Moore, recently the Deputy Assistant Administrator in the Bureau of Africa at the United States Agency for International Development, the highest career position within the bureau, has been named Chief of Programs for the 45-year-old organization solely focused on humanitarian and economic development of Africa.

As a Senior Executive Service staff member within USAID, Moore provided strategic and technical leadership to the Bureau of Africa which distributed more than $8.1 billion of assistance to 42 African nations in a year. Moore begins his new responsibilities at Africare immediately.

"The Africare staff, our public and private partners, and ultimately, the African people will benefit from Franklin's leadership and passion for his work."

In his role as Chief of Programs, Moore will be responsible for building and managing our large, growing and diverse portfolio of development projects. He also will be a member of Africare's Senior Leadership Team which includes the President, Chief Financial Officer and Chief Development and Communications Officer.

Early in Moore's career, he served as a southern Africa regional argibusiness specialist at Africare while living in Zimbabwe and Malawi from 1985 through 1987.

Prior to his latest appointment as Deputy Assistant Administrator in the USAID Bureau of Africa, his second stint in the position, Moore served in Rome as USAID's Senior Development Counselor and Senior Advisor to the U.S. Ambassador to Rome-based United Nations organizations from July 2010 to December 2012. Moore also was Director of the Office of Environment and Science Policy within the Agency's Bureau for Economic Growth, Agriculture and Trade in 2002-08, and he served as the Acting Deputy Assistant Administrator and Director for the Agency's Global Center for the Environment.

Moore has a bachelor's degree in Economics with a minor in Art History from Yale University. He received a master's degree in Agricultural Economics, as well as a certificate in African Studies from the University of Wisconsin-Madison. Mr. Moore has lived and worked in both West and Southern Africa; he has worked in approximately 40 countries overseas.
