Parliament — Army chiefs yesterday rejected a bill that seeks to abolish death penalty and replace it with life imprisonment, arguing that such a decision would not only promote indiscipline in the army, dent accountability but also encourage impunity.
The Uganda Peoples Defence Forces (UPDF) insist the death penalty should be left to the discretion of the judges even as legislators reminded the army chiefs about "the sanctity of life" and the "inherent rights" guaranteed in the 1995 Constitution.
