The High Court in Kampala said it would rule Tuesday morning on whether to block Parliament from proceeding to amend article 102 (b) of the Constitution without first translating the Constitution into local dialects.
Mr Jackson Ntwatwa, a Kampala based lawyer who petitioned the court claims its the duty of government, as provided in article 4 of the constitution to translate the constitution which is only written in English, into local languages which can easily be read, understood and interpreted by all citizens before it (government) tries to amend any provisions or articles.
