Philippe Ntumba has a special stake in the elections, now set for December 23 after delays over almost three years. The young entrepreneur and his wife offer a tracking service that can monitor vehicles and their movements, providing GPS data and live updates. Ntumba's potential client is the national electoral body, CENI, which wants to use the service to keep track of the delivery of voting materials.
