Uganda: Bagyenda Aides - Bail Ruling Date Set

Kampala — Court has set December 10 for a ruling on the bail application by two Bank of Uganda security personnel who are accused of neglecting their duty.

Ms Beatrice Kyambadde and Mr Charles Moro separately appeared before the Magistrate's Court at City Hall in Kampala yesterday for the hearing and were further remanded to Luzira Prison by Grade One Magistrates; Mr Patrick Talisuna and Ms Beatrice Kayinza.

The suspects were remanded for the second time. The duo was separately charged on Monday and remanded until yesterday to allow the state respond to their bail applications.

At the court sitting yesterday, State Attorney, Ms Joy Karungi, did not object to their bail applications saying the sureties presented appeared substantial.

The two officials were arrested by police last week on orders of the Parliamentary Committee investigating closure of seven commercial banks: Teefe Trust Bank, International Credit Bank Limit, Greenland Bank, Cooperative Bank, National Bank of Commerce, Global Trust Bank and Crane Bank (closed and sold to Development Finance Company of Uganda (DFCU) in 2016).

They were arrested with the bodyguard and driver of former BoU executive director for supervision, Ms Justine Bagyenda. Both the driver and bodyguard were not brought to court.

Prosecution contends that on February 10 and March 14 this year at the central bank, Ms Kyambadde and Mr Moro, neglected to perform their duties as required to search people and their bags while entering and exiting.

As a result of their negligence, the prosecution further avers, critical documents were secretly taken from the bank and are missing to-date.

Parliamentary inquiry was told that Mr Moro and Ms Kyambadde who were manning Bank of Uganda's access points that Ms Bagyenda was allowed in and out without conducting checks on her.

The duo had initially told a sub-committee chaired by Army MP, Brig Francis Takirwa, that they drove Ms Bagyenda from Entebbe Airport directly to BoU on the fateful day.
