The conference will take place at the Yaounde Conference Centre on February 6-7, 2019.
On February 6-7, 2019, the "General Conference of Local Councils" will take place in Yaounde with the general objective to improve on the organisation and functioning of councils in order to step up citizen involvement and promote local development. The conference will take place on the theme, « Deepening decentralisation for a new face of local councils in Cameroon. » The Minister of Decentralisation and Local Development, Georges Elanga Obam announced the holding of the conference during a press briefing in Yaounde on February 4, 2019.
He said the conference organised by the Ministry of Decentralisation and Local Development is in respect of the high instructions of the President of the Republic, Paul Biya. He equally announced that it will take place under the distinguished patronage of the President of the Republic who has designated the Prime Minister , Head of Government who is equally the National Decentralisation Board President to be his personal representative. All 360 Mayors, 14 Government Delegates, Municipal Councillors, representatives of council personnel syndicates, Members of Parliament as well as other decentralisation stakeholders will participate in the conference.
Minister Elanga Obam stated that the "purpose of the conference is to take stock of the situation of councils, in order to give a new impetus, through a participative approach, which will bring in new dy namics in the organisation and functioning of local and city councils." The conference, he explained, "will provide the necessary framework for concerted and profound reflections on the council situation, following the discussions on the various themes whose conclusions and re commendations will serve as a lever for the modernisation of our councils." The five main themes include the legal and institutional framework governing councils ; transfer of powers ; planning and local development ; council resources ; and local governance
