South Africa: Department of Agriculture Official Due in Court for Alleged Tender Fraud

Chief Financial Officer (CFO), at the Department of Agriculture and Rural Development in Polokwane, Lucy Manana Seabi (53), and her accomplice, Mninikhanya Qwabaza (42), appeared before the Polokwane Magistrate's Court for alleged fraud and corruption on Wednesday, 07 August 2019.

It is alleged that in March 2014, Seabi colluded with Qwabaza, who was a service provider, to draft terms of reference for the department's Information Technology tender worth R1.3 million. She apparently further influenced members of the evaluation committee to indorse her preferred submission to the Bid Adjudication Committee (BAC), which resulted in the appointment of a company owned by Qwabaza.

The department became suspicious and reported the matter to the Hawks' Serious Commercial Crime Investigation unit.

Seabi and Qwabaza were arrested following an intensive investigation and thereafter made a brief court appearance on the same day, the case has been postponed to (today) 08 August 2019 for a formal bail application.
