Mozambique: Ballot Box Stuffing in Beira, or Just a Mistake?

Maputo — At one polling station in the central Mozambican city of Beira there were more ballot papers deposited in the ballot boxes than people who voted, according to a report on Tuesday night on the independent television station STV.

158 people voted here - but there were 254 ballot papers in the box for the presidential election, 256 ballot papers for the provincial elections, and 252 in the box for the parliamentary election. This is known, because counting the number of ballot papers in the boxes is one of the first stages in the lengthy Mozambican vote counting procedure, and notices with these figures were neatly posted on the polling station.
