The Lusaka High Court has declined to allow the Copperbelt Energy Corporation (CEC) to commence judicial review proceedings to challenge Energy Minister Mathew Nkhuwa's decision to declare its transmission and distribution lines as common carriers.
In a ruling, Judge Mwape Bowa says that granting CEC an order to stay the minister's decision would create two conflicting decisions by two High Court judges.
