Gaborone — Government has approved P10 million for the development of a labour market information system in Botswana, says Human Resource Development Council (HRDC) marketing, communications and stakeholder relations manager, Ms Faith Tuelo.
Speaking in an interview, Ms Tuelo said HRDC Act mandated the organisation to establish and manage the system as well as a national education and skills development database.
She said the system held the promise of guiding students towards demanded skills, occupations and economic sectors.
In addition, it would inform tertiary and vocational education institutions about the outcomes of their graduates in the labour market, sh e said.
Ms Tuelo said government bodies involved in education would effectively use the system to hold educational institutions accountable for the labour market outcomes of their graduates.
"The Botswana LMIS will thus collect and process relevant labour market information to project future labour-market needs for supply of relevant skills. It will also serve an immediate objective of improving the matching of labour supply and labour demand between job seekers and employers offering jobs," she said.
She said the system's job-matching support aimed to increase employment opportunities explaining that its primary users would be employers looking to hire job seekers and labour-market intermediaries such as career counsellors.
Ms Tuelo said labour force survey, national accounts and enterprise statistics conducted by Statistics Botswana had been identified as primary sources of data for the system while education and training providers, relevant government departments, parastatals, private sector and NGOs would provide administrative data.
Furthermore, she said the system would facilitate disaggregation of education and employment statistics through linkages with other databases such as the civil registration, migration, citizenship and labour administration, national employment services and unemployed graduate among others.
The detailed information was expected to hugely improve the value of educational investments in terms of both time and money on the side of students and cost to government, she said.
Ms Tuelo said the system would assist government in reviewing the effectiveness with which its active labour market programmes and strategies were being implemented and to implement the necessary changes either in policy or in the legislative and institutional framework.
Meanwhile, Minister of Employment, Labour Productivity and Skills Development Mr Mpho Balopi recently informed Parliament that HRDC was developing the system which would capture labour market information, including unemployed graduates, for the purpose of assisting them to find employment.
Mr Balopi said the system embraced government policy to promote private sector development where sustainable employment opportunities could be created.
For its part, Mr Balopi said, government would provide a conducive and supportive role in terms of fiscal and monetary policies and other sectoral policies.
"The system will assist in monitoring and reporting on labour market patterns and trends that are continuously changing owing to changes in the state of economy, demographics, technological advances, skills required and training demands. It will also facilitate disaggregation of education and employment statistics through linkages with other existing databases," he said.
Mr Balopi said implementation of the system's statement of user report commenced in the current financial year with the initial modules for the processing of labour market indicators expected to start this month.
The procurement of systems developer was ongoing while the actual development was expected to take two years up to December 2022.
