Angola: Government Considers Old Rubbish Operator Contracting Model Unsustainable

Luanda — The minister of Finance, Vera Daves, said Saturday that the old contracting model for operators of cleaning and basic sanitation in Luanda was unsustainable and impractical.

According to the Cabinet minister, who was speaking at a press conference held by the government to address the problem of rubbish in Luanda, the old model signed with the solid waste collection companies in Luanda proved to be impractical given the country's current financial situation.

The Luanda provincial government has accumulated, between 2018 and 2020, a debt of over 200 billion kwanzas to the cleaning companies.

The problem of rubbish in Luanda began to worsen in January 2021, after the provincial government suspended contracts with the cleaning operators.

The measure was based on the inability of local authorities to continue paying the operators in foreign currency and at the exchange rate of the day, as stipulated in the contracts signed in 2016.

Until January 2021, the process of collecting solid waste in Luanda was the responsibility of companies Queiroz Galvão, in the municipality of Luanda, Vista Waste, municipalities of Talatona and Belas, Nova Ambiental, in Viana, Rota Ambiental, in Cacuaco, Elisal, Cazenga, and Sã Ambiente, in Icolo and Bengo and Quiçama.
