Upgrading and expanding all sectors of agriculture, the base of economic growth and development in Zimbabwe, has to be built on the twin foundations of skilled energetic farmers and a sustainable financial and marketing structure.

And all this has to be in the context of modern Zimbabwean land policies, whereby the overwhelming bulk of farmed land is now in small-scale and medium-scale farms rather than the inherited system of huge estates and "native reserves" roughly splitting the agricultural land evenly.
