Africa: Fourth Ordinary Session of the Specialized Technical Committee On EST - Responsive and Innovation Systems for Building Resilience

The Fourth Ordinary Session of the Specialized Technical Committee on Education, Science and Technology (STC-EST4) has begun in a virtual meeting that will last five days, from 29 August to 2 September 2022. The STC-EST is a platform for African Ministers of education, science and technology to discuss and provide strategic direction on addressing the continent's priorities for education, science and technology. It also examines progress in the implementation of ongoing programs anchored on continental strategies - the Continental Education Strategy for Africa (CESA 16-25), the Continental TVET Strategy to foster youth employment, and the Science, Technology, and Innovation Strategy for Africa (STISA-2024).

The session on Monday 29 August 2022 was the beginning of preparatory meetings by experts from Member States, the AUC and partner institutions, which will culminate in the meeting of Ministers on the 1st and 2nd of September 2022. During the Ministerial meeting, the Commissioner for Education, Science, Technology and Innovation, H.E Prof. Mohamed Belhocine, is expected to highlight the importance of investing in education as a priority for Africa, and the need for the deployment of science, technology and innovation in tackling the continent's socio-economic challenges.

Discussions at STC-EST4 will focus on the utilization of education and science, technology and innovation to respond to, innovate and build resilience against the adverse effects of COVID-19. It will use the opportunity to reflect on the collective experience and lessons learnt from the pandemic and seek ways of addressing the disruptions it has caused especially to education systems.

The STC is a top policy organ of the African Union mandated to elaborate, adopt, and monitor the development and implementation of continental programs, strategies and policies. Currently, Uganda occupies the rotational chair of the Bureau of the STC-EST, which will elect a new Bureau during the Ministerial meeting, for the period 2022 - 2024. The STC-EST draws participants from AU Member States, Regional Economic Communities, international organizations and development partners. It will adopt recommendations for submission to the AU 2023 Summit.
