The African Development Bank, jointly with the World Bank, will convene panel discussions on the release of two energy regulatory index reports on Thursday, 8 December 2022.

Since 2018, the African Development Bank has conducted surveys on the level of development of Regulatory Frameworks in the electricity sector in Africa. Every year, the Bank, through the ERI, continues to inspire African countries to achieve better electricity sector performance through regulatory framework reforms.

Similarly, the World Bank has assessed the regulatory frameworks within the sector, including under the report on Rethinking Power Sector Reform in the Developing World.

The webinar will bring together government officials, including regulatory entities, ministries in charge of finance, power pools and regional economic communities, development finance institutions, and other private stakeholders. The day's program will entail the launching ceremony and two sessions. The first panel will discuss critical challenges related to the independence of regulatory authorities across the four dimensions highlighted. Session 2 will explore Africa's current position in energy transition and what is missing in terms of regulatory governance in the transition from fossil-based to zero-carbon by 2050.

Event format and agenda

The virtual event involves the launch of the two Reports - the Electricity Regulatory Index for Africa (ERI) 2022 in 44 of the 45 countries and the Global Electricity Regulatory Index (GERI) 2022 in 82 non-OECD countries (SSA, Asia, Europe, the Middle East, and Latin America). The launch will feature two panels as outlined in the agenda below:
