Angola: MPs Pass 2023-Budget, Leave Recommendations

Luanda — The members of the National Assembly (AN) Monday recommended that the Executive pay special attention to the risk of indebtedness due to interest rates in the international financial market, which tend to rise.

These recommendations, stemmed from the assessment and debate around the 2023 budget, are expressed in the joint opinion report, presented at the plenary session that definitively approved this document estimated at 20.1 billion kwanzas.

They said it was mandatory to continue the downward trend of public debt close to 60% of GDP, taking into account the weight of the social sector.

The legislators also recommended greater rigour in contracting and certifying the public debt, as well as the respective payments, at the same time calling for the disbursement regularization process to prioritize the arrears of small and medium-sized companies.

They also ask for the inclusion, in the next OGE, of a report with detailed information on each project, showing its total value, source of funding, level of physical and financial execution, incidence and residual value.

With this exercise, the National Assembly wants an inventory of registered projects to be presented for the resizing of the respective budget appropriations.

Also for the next financial years, under the financial deconcentration process, the MPs ask that the source of local tax revenue be clarified and presented.

They also ask the Executive, for swift measures, from the General Tax Administration (AGT), in compliance with the stipulated deadline for the reimbursement of the Value Added Tax (VAT), recommending, likewise, a study on the possibility of reducing the rate, leaving from 7% to 5% for the entire productive sector.

In the resolution read before the approval of the budget 2023, the deputies request the revision of the invoicing limit from 10 million kwanzas to 25 million kwanzas, within the framework of the diploma that regulates the application of the simplified invoicing regime for micro, small and medium-sized companies, given the context of the economy and in order to comply with the Law that governs them.

Likewise, they ask that the process be replicated to the Industrial Tax (II) and Labour Income Tax (IRT) of group C.

As for the Legislative Power, the deputies request the revision of the OGE Law, law nr.15/10, of 14 July. The objective is to overcome the constraints that have been verified in the formulation, programming, approval and execution, control and inspection .

They the Ombudsman and the Regulatory Entity of the Angolan Social Communication (ERCA) be raised to the category of organs, ceasing to be dependent units of the National Assembly.

Recommendations for the sectors of Education, Health, Agriculture, were also left by the MPs.

The vote on OGE/2023 took place during the 4th Extraordinary Plenary Meeting of the 1st Legislative Session of the V Legislature. The OGE proposal has a reference oil price of US$75 per barrel and an average daily production of 1.18 million barrels.
