Kenya: Govt Launches New Higher Education 100% Funding Portal for Poor Households

Nairobi — The Ministry of Education has launched the application portal for the new funding model for higher education that will provide 100 percent funding to poor households.

Speaking during the release of the 2023/2024 Kenya Universities and Colleges Central Placement Service (KUCCPS) placement results education Cabinet Secretary Ezekiel Machogu stated that the new funding model will ensure inclusivity and no student will be left behind.

"For the first time, students whose households are at the bottom of the pyramid shall enjoy equal opportunities in accessing university and TVET education. Out of the 2022 KCSE graduates, over 45,000 university students and 42,000 TVET students categorized as vulnerable and extremely needy, will be fully funded under the Government Scholarships and Loans," the education CS stated.

Machogu pointed out that scholarships will now be awarded on a need basis In this model,.

"All Loans and Bursaries will have to be Means Tested for each loan applicant according to student level of need level and course programme cost," he stated.

Machogu stated further that KUCCPS has already completed processing applications of the 2022 KCSE cohort and other applicants for placement to university and TVET programmes, which was strictly based on merit and choice.

Speaking after releasing the 2023 Kenya Certificate of Secondary Education (KCSE) Examination placement results, the education CS has also revealed that a total of 130 ,483 KCSE candidates who sat for their examination last year will be joining public universities, where a total of 9,622 have been placed in private institutions representing 80.9 per cent of those who qualified.

"The number of students who secured placement to degree programmes is 140,107 (130,485 to public universities and 9622 private universities). This represents 80.9% of the 173,244 students who qualified for degree programmes," Machogu said

On May 3, 2023, President William Ruto unveiled the New Funding Model, to address the current financial challenges at Institutions of Higher Learning because of increasing enrolment in the face of inadequate funding.
