The African Development Bank has appointed Catherine Baumont-Keita Director in the Office of the Senior Vice-President and Management Operations Department. The appointment is effective from the 15th of August 2023.
Baumont-Keita, a French national, takes on her new role after a decade as Director for Board Affairs and Proceedings in the office of the Secretary General. She brings over 30 years of operational and academic experience to her new role.
As Director of Board Affairs and Proceedings, Baumont-Keita was instrumental in establishing rules and procedures to facilitate institutional and corporate governance. She also led discussions with deputies on the reform of key Bank instruments.
Baumont-Keita led the setting up of the Disclosure of Access to Information programme and advised on strategic approaches and quality control to support the attainment of institutional targets. Over the period, she also spearheaded the comprehensive review of remuneration for elected officers, based on a comparative study with other multilateral development banks.
Baumont-Keita served as Lead Economist for East and North Africa between 2009 and 2013. She led the teams that prepared major analytical works, including the review and clearance of Country Policy and Institutional Assessment notes for the region, and the completion of a partial guarantee for The Seychelles - the institution's first public financial guarantee. In this role, she also provided intellectual leadership in the conduct of economic studies and country strategies in these two regions.
Between 2003 and 2009, she was Senior Country Economist for Algeria and Tunisia and served as Chief Programme Coordinator in the Office of the Secretary General, and also as Chief Country Economist for the East Africa Region. In these roles, she facilitated institutional engagements with regional finance leaders, led policy dialogue with countries, supervised the preparation of economic and sectoral studies and coordinated country portfolio reviews and completion reports for many countries.
Before joining the African Development Bank in 2003, Baumont-Keita worked for the government of Côte d'Ivoire. She served as Director of Private Sector Development in the Ministry of Industry and Private Sector Development and was Technical Advisor to the Minister of Planning and Industrial Development.
Between 1989 and 1997, her active career in academia included her work as a professor of Macroeconomics, Econometrics and Statistics and subsequently Director of Studies, Division of Statisticians and Economists, at the Ecole nationale de Statistiques et d'Economie appliquée (ENSEA), in Abidjan, Côte d'Ivoire.
Baumont-Keita holds a Ph. D in Macroeconomics (Fiscal and Monetary Policies) from Ecole des Hautes Etudes in Sciences Sociales (EHESS), Paris, France.

I have enjoyed working with our executive directors and elected officers in the Office of the Secretary General, and I now look forward to working under the leadership of the President, and that of the Senior Vice President, to continue to deliver strong operational results for this institution and to support its ambitious vision to transform the African continent through operational excellence."
Dr. Akinwumi A. Adesina said: "I am pleased to appoint Ms. Catherine Baumont- Keita as Director, Office of the Senior Vice President and Management Operations Department. Catherine will be responsible for running the Operations Committee and Senior Management Coordination Committee secretariats. She was instrumental in managing Board Affairs and facilitated, from behind the scenes, the many milestones the African Development Bank has chalked with Board support over the last ten years. I am confident that she will bring her extensive Bank experience and networks to bear on strengthening the Senior Vice Presidency and the work of these two key secretariats.
