What: Workshop on Leveraging Early Warning for Crises Prevention and Regional Stability

Fragility and conflict continue to hinder development efforts across Africa, undermining socio-economic progress, peace, and regional stability. In recognition of these trends, the African Development Bank's Strategy for Addressing Fragility and Building Resilience in Africa (2022-2026) emphasizes "prevention" as a core guiding principle.

Preventing fragility from developing into crises requires early identification and early response to enable the design of context-specific operations that build resilience against shocks. The African Development Bank conducts systematic analysis of fragility and resilience issues across all 54 African countries and key sub-regions on a regular cycle.

The Bank has also expanded its program of fragility-related analytical work by building stronger partnerships with relevant institutions, including the African Union (AU), the Regional Economic Communities (RECs), and key development partners. In this context, the Bank continues to seek out opportunities to collaborate on joint analysis and sharing of early warning data and information to ensure the results of risk analysis are mainstreamed across its operations to build resilience and reduce fragility; especially in hotspot areas and in communities at risk.

It is against this background the African Development Bank is organizing a workshop with the Regional Economic Communities to maximize (i) the complementarities and synergies between the regional early warning mechanisms, (ii) the Bank's fragility lens application and (iii) the use of early warning information for decision making and programming.

The workshop's objectives are to evaluate existing regional early warning mechanisms, discuss innovation in data technology for development in fragile settings, explore synergies between the Bank's Country Resilience and Fragility Assessment (CRFA) framework and early warning data, establish collaborative approaches for data sharing, and identify opportunities for technical assistance. The workshop seeks to foster a structured partnership, ensuring effective utilization of early warning information to enhance programming in fragile and conflict-affected settings.
