Uganda: Fishing Communities Call for Clarity On Fisheries Regulations

19 September 2024

Members of Parliament representing Uganda's fishing communities have appealed to Hellen Adoa, Minister of State for Fisheries, to speed up the enactment of regulations to operationalize the Fisheries and Aquaculture Act 2022.

This call comes after confusion arose from the Minister's directives banning the use of the Harriup method for fishing silver fish, only to be overturned by Tukahirwa.

Susan Mugabi, MP for Buvuma District Women and Shadow Minister for Fisheries expressed concerns that the Minister's initial ban in February 2024 was implemented without consulting fishermen.

The 'kyotakyota' method further complicated matters.

However, Tukahirwa's recent lifting of the ban and reintroduction of the Harriup method has left fishermen uncertain.

"We are asking the Minister to expedite the regulations to avoid such confusion," Mugabi stated. "The fishing community needs clarity and stability in their operations."

The Fisheries and Aquaculture Act 2022 aims to promote sustainable fishing practices and improve the livelihoods of fishing communities.

However, the lack of clear regulations has led to inconsistencies and challenges for fishermen.
