The Uganda Peoples' Defence Forces (UPDF) has completed a sensitisation and documentation exercise for retiring Non-Commissioned Officers (NCOs) with disabilities at the Defence Rehabilitation and Vocational Centre (DRVC) in Mubende. This marks the first time in UPDF history that disabled officers will receive a dignified retirement.
The event, overseen by Brig Gen Julius Biryabarema, Director of Pension, Gratuity, and Compensation, signals a shift in how the military supports its retiring personnel, especially those with disabilities.
Brig Gen Biryabarema assured the officers, who are set to retire by 31 October 2024, that any delay in their retirement was not due to neglect but to ensure they received essential rehabilitation and support.
The UPDF has focused on equipping retiring officers with necessary tools such as wheelchairs and artificial limbs to aid in their transition to civilian life.
Brig Gen Biryabarema highlighted the importance of the pre-retirement programme, which is designed to help former soldiers transition smoothly from military life into civilian society.
He urged local communities to embrace these veterans, noting that they play a vital role in societal development.
The general also acknowledged the sacrifices made by the retirees' families and encouraged the veterans to channel their skills and leadership experience into positive social and economic contributions in their communities.
He further advised the veterans to remain engaged with Wazalendo SACCO to access affordable loans and avoid the financial challenges posed by commercial banks. The retirees were also cautioned against potential fraudsters seeking to exploit their pension benefits.
Brig Gen Moses Kwikiriza, Commandant of the Defence Rehabilitation and Vocational Centre, thanked the Commander-in-Chief for ensuring disabled veterans received a well-deserved retirement package.
He called on the veterans to take advantage of the country's prevailing peace and focus on income-generating ventures, leveraging their skills to enhance the development of their communities.
The ceremony was attended by officials from the Ministry of Defence and Veteran Affairs, as well as DRVC staff, all of whom pledged their continued support to the retiring officers.
