Uganda: Namutumba Locals Voice Concerns Over Infrastructure and Power Shortages Stalling Development

Residents and leaders in Kiwanyi Sub-County, Namutumba District, have expressed frustration over poor road conditions and a lack of electricity, which they say are slowing development and diminishing quality of life.

These issues were raised during a recent Youth Day celebration.

Kiwanyi is one of four new sub-counties created in Namutumba to improve service delivery for locals. However, residents report that transporting agricultural products remains difficult due to inadequate road infrastructure. They urged the Deputy Speaker to back initiatives to address these challenges.

David Mukisa, LCV Chairperson for Namutumba District, explained that the poor road conditions stem from a shortage of road equipment, as the district has only one machine, which also serves sub-county roads. He also pointed to limited funding for district projects as a further obstacle.

Area Woman MP Mariam Naigaga stressed the need for a health center and stable electricity supply, calling for a special fund to meet these pressing needs in the district.

"As we work to establish a health center in the area, it would be helpful if the Hon. Minister could focus on the roads, enabling residents to reach essential services. Promises for electricity have been made but not fulfilled, and people's patience is running out. We ask that a dedicated fund be created for Namutumba," Hon. Naigaga said.

Representing Deputy Speaker Tayebwa, he pledged Shs100 million for the rehabilitation of the 15-kilometer road from Mazuba-Namalemba-Irondo, assuring residents that the funds would be available before the 2026 elections.

"The sub-county road budget is small, but I am committed to addressing it. I have asked the CAO to prepare documentation to request support from the president. Shs100 million will be allocated specifically for this 15-kilometer road, which will go through the district," Hon. Kasolo promised.

Minister Haruna Kasolo criticised local government officials responsible for programs like the Parish Development Model, noting that they failed to attend the event, which was intended to promote transparency.

He warned against mismanagement in programs like the PDM and Emyooga, urging anyone who had collected money from beneficiaries to return it or face consequences. Kasolo announced that they would soon visit Namutumba District to address any issues in government programs.

Kasolo also presented 10 million shillings to youth leaders to support their activities.
