Southern Africa: The Committee of SADC Ministers of Justice and Attorneys General Convene a Meeting to Review Progress Made On Decisions Taken At Its Previous Meeting and Consider SADC Draft Legal Instruments

The Committee of Ministers of Justice and Attorneys General of the Southern African Development Community (SADC) will meet virtually on 11 July 2025, to review progress made on decisions taken at its previous meeting and consider SADC draft legal instruments to be recommended to Council and Sumit for consideration, approval, adoption, and signature.

The meeting will consider the following SADC draft legal instruments:

  • Draft Agreement Amending the SADC Treaty to make provision in the Treaty for the establishment of a structure constituting double membership comprising Troikas of SADC Institutions for purpose of making timely and collective decisions on urgent matters, facilitating the implementation of decisions, and providing policy directions in between the meetings of the Institutions.
  • Draft Agreement Amending the Protocol on Finance and Investment (Provisions Relating to Anti-Money Laundering) to include provisions of Countering Financing of Terrorism and Countering Proliferation Financing and align it to the Financial Action Task Force (FATF) Recommendations.
  • Draft Agreement Amending the Charter Establishing the Southern African Development Community Aviation Safety Organisation (SASO). SASO is a subsidiarity organisation of SADC, and its objective is to, among others, promote the safe and efficient use and development of civil aviation within and outside the Members States and promote the implementation of industry best practices within the Member States.

During the meeting, the Ministers of Justice/ Attorneys General will also discuss, among other issues, the following:

(i) Selection of a Judge for the SADC Administrative Tribunal

(ii) Draft Report on the Reasons and Implications of the Slow Pace in the signing of, ratification of, and accession to, SADC Protocols and Other SADC Legal Instruments; and

(iii) Re-Operationalization of the SADC Tribunal

The Minister of Justice, Legal and Parliamentary Affairs of the Republic of Zimbabwe Honourable Ziyambi Ziyambi will preside over the meeting in his capacity as the Chairperson of the Committee of Ministers of Justice and Attorneys General.

The Committee of SADC Ministers of Justice and Attorneys General will be preceded by the Meeting of SADC Senior Legal Officials from Member States Ministries of Justice and Attorneys General from 7-10 July 2025.
