Uganda: Entebbe Airport HR Manager Charged With Corruption, Remanded to Luzira

13 August 2025

The Anti-Corruption Court in Kampala has charged Jennifer Etit Okaka, the Human Resource Manager of the Uganda Civil Aviation Authority (CAA), with corruption, abuse of office, and causing financial loss.

Prosecutors allege that Okaka failed to update the payroll, an omission that led to a loss of Shs14 million to the government.

The offences were reportedly committed during her tenure as a senior administrator at the aviation body.

She appeared in court earlier today and was remanded to Luzira Prison until August 14, 2025, when her bail application will be heard.

The case comes amid a wider crackdown on financial irregularities in public institutions, following recommendations in the Auditor General's 2023 report on the government payroll.
