Uganda: Kanara Seed School Construction Project Stalls As Contractor Abandons Site in Kitagwenda

Construction of Kanara Seed School in Kanara Sub-county, Kitagwenda District, has stalled for over a year after the contractor abandoned the site, leaving residents and local leaders frustrated.

The Shs2.6 billion government-funded project under the Uganda Intergovernmental Fiscal Transfers Program (UGIFT), awarded to Skyworth Technology Service Limited in January 2023, was meant to transform the school's infrastructure.

The plan included six classroom blocks, an administration block, ventilated improved pit latrines, teachers' houses, a kitchen, two science laboratories, a playground, a multipurpose hall, and an ICT library.

Initially scheduled for completion in August 2024, the project deadline was extended by six months after the contractor cited difficulties in sourcing construction materials.

Kanara Sub-county Chairperson Francis Hategyeka voiced deep concern over the delays, saying, "The situation has become very frustrating, especially for parents who had high hopes for this project. The district authorities pledged to get another contractor to finish the work, but up to now, nothing is happening on the ground."

Kitagwenda District Education Officer Sedas Asiimwe confirmed that the contractor had abandoned the site entirely.

He said, "After the project extension, no progress was made. When the contractor later requested another renewal, it was denied because there had been no work done. It has now been a full year without any construction activity."

Asiimwe further revealed that the district is waiting for guidance from the Solicitor General before taking steps to hire a new contractor.

"We are seeking alternative solutions to ensure the school is completed. Once we get the recommendation, we shall proceed to engage a new contractor," he added.

When contacted for a response, Ivan Ssewankambo, Director of Skyworth Technology Service Limited, said he was unaware of any new developments.

"I cannot respond to anything at this point because I have not been informed whether the district is looking for another contractor or not," Ssewankambo said.

The stalled project has sparked disappointment in the community, as the school was expected to provide much-needed modern learning facilities for children in Kanara Sub-county.
