Uganda Prisons Service Announces Key Transfers, Appointments, and Retirements

The Commissioner General of Prisons, Johnson Byabashaija has made a series of appointments, transfers and leave of senior officers.

Accordingly, the changes are aimed at enhancing professionalism, optimising performance, and improving service delivery.

The changes were announced in a press statement issued on Monday by the Service spokesperson, Frank Baine.

According to the changes, Ms. Aliyo Naatukunda, previously Commissioner of Prisons, has been appointed Acting Senior Commissioner of Prisons in charge of Legal Advisory Services and Human Rights at Prisons Headquarters.

Ms. Brenda Sana, also a Commissioner of Prisons, has been transferred to Prisons Headquarters as Head of Department, Human Resource Planning and Development.

Mr. Robert Jolly Bamutura, Assistant Commissioner of Prisons, will report back to the Department of Estates and Engineering at Prisons Headquarters as Staff Officer. Mr. Ben Nyanzi Nicomedie Ahimbisibwe, Senior Superintendent of Prisons, has returned to the Division of Pensions as Officer in Charge, with Mr. Patrick William Awany remaining as his Deputy.

Other senior superintendents have also been repositioned. Mr. Arthur Mugaba will serve as Agricultural Engineer at Farms, Prisons Headquarters, while Mr. Ronald Mukwoli has been appointed District Prisons Commander in Kalungu after returning from leave.

Mr. Michael Padde and Mr. William Ochwo, both Senior Assistant Superintendents of Prisons, have been appointed Staff Officers in Bugiri and Tororo districts respectively.

Mr. Kalsi Kabaalu Mutaawe, Assistant Superintendent of Prisons, has been transferred from Kampala Remand to Prisons Headquarters in the Department of Safety and Security Operations.

Several Principal Officers have also assumed new roles. Ms. Zaia Munobwa has been transferred to Busaana Prisons as Officer in Charge, taking over from Ms. Juliet Alero, who proceeds on 90 days normal leave.

Ms. Lillian Asello has been posted to the Central Region as Staff Officer, while Ms. Eunice Rose Hasahya joins Nakifuma Prisons. Ms. Resty Tibwamulala, Mr. John Michael Okedi, Mr. Geoffrey Poro, Mr. Christopher Twebaze, and Mr. Geofrey Musandy Ogwal have all been appointed Staff Officers in various districts after returning from leave.

According to Baine, all changes take immediate effect, and Regional Prisons Commanders and District Prisons Commanders have been directed to oversee all handovers and takeovers.
