Uganda: Museveni Lauds Greater Kibaale Farmers for Embracing Four Acre Model Farming

President Museveni has revealed government plans to scale up the implementation of the four acre model for more households in the entire Bunyoro sub region after partial success of the initiative in districts of Kagadi, Kibaale and Kakumiro.

The president who first toured several model farmers including Dr. Richard Lubega in Buseesa Village Kibaale district, Grace Nabizibu and Robert Balikagira in Kakumiro district said great success has been seen in greater Kibaale in the implementation of four acre-Modal farming system.

After witnessing success stories of the four acre model farmers in greater districts Museveni disclosed government plans to replicate similar success stories for households in Hoima, Kikuube, Buliisa, Masindi and Kiryandongo for wealth creation

"I have witnessed successes in the implementation of four acre model farming by Dr. Richard Lubega in Buseesa in Kibaale, Grace Nabizibu, Robert Balikagira who owns enterprises of poultry, fishing, coffee, Bananas and dairy farms.

These are in addition to the earlier success stories from Minister Fred Byamuakama in Kakumiro, David Irumba in Hoima and Richard Nyakana in Fort-Portal among other exemplary successful farmers", Museveni said.

The president Made the remarks on Saturday, while addressing a public rally at Nalweyo primary school play grounds in Nalweyo Town Council - Kakumiro district on his 2nd phase launch of the four acre model assessment tour in Greater Kibaale districts -Bunyoro Sub region.

Museveni also rallied the People of Bunyoro Sub region to put to good use the Parish Development Model funds if they are to enhance their Household incomes.

According to Museveni, embracing this system will allow farmers to also engage in poultry, piggery, and fish farming in ponds, boosting household incomes and lifting families out of poverty in a short period.

"I want you to report all those who steal and extort money from you in order to benefit from Parish development model(PDM).

Government is committed to improve on your house hold income through government programs of four acre model, Parish development model and fight poverty at household level", Museveni stated.

He noted that the implementers of the parish model program should make sure the funds go to the right persons and pay back in 2years.

Museveni added that the Parish development model funds is better than borrowing from money renders because of its less interest rate.

The President tasked Bunyoro residents to emulate success stories of the four acre model, the Parish Development Model and replicate the same citing several success stories of the initiative including that of the Minister of State for Transport Fred Byamumaka who embraced his wealth creation ideology.

"You have seen for yourselves how the young Minister Byamukama has challenged some leaders through listening to my advise when he visited my farms. I wish other leaders and residents emulated him. Four acre model advocates for land diversification. One acre should be dedicated to coffee cultivation, another to fruit trees, the third to staple crops for household consumption, and the fourth to pasture for livestock", he said.

Museveni reminded residents on the seven viable sectors for small scale land owners on which they can carry out profitable intensive ventures and move out of poverty.

The president contributed sh12m to Dr. Richard Lubega and Robert Balikagira respectively to enable them expand their dairy cattle production which he said is still on small scale.

Museveni further officiated the issuing of 1,251 freehold land tittles by the Ministry of Lands, housing and urban development to lawful and Bonafide occupants in Nalweyo town council and Kakindo sub-county in Kakumiro District.

Museveni said The Land Ministry through Systematic Land demarcation issued land titles to the people of Bugangaizi West in Kakumiro district as a strategy to address historical injustices created by colonialists.

The lands minister Judith Nabakoba highlighted that the land titles are being dispersed by the government because it had earlier pledged to compensate the absent landlords so that people can live on their land peacefully.

Nabakoba says this is being done across the country and at a free cost.

Fred Byamukama gave testimony on how the four acre modal farming system has fetched him more gains.

He says his farm comprises plantations of coffee, bananas, pineapples and poultry farming, where he has realized much profit, asking the community to also embrace the four-acre farming model.

In her remarks, The Prime Minister Robinah Nabbanja commended President Museveni on his initiative of preaching Ugandans on eradicating from poverty through commercial agriculture rallying the public to support President in the 2026 general elections.

Judith Nabakooba, the Minister of Lands, who handed over 1,251 land tittles to beneficiaries in Nalweyo town council and Kakindo sub-county said Bunyoro Sub region has benefited from land fund where government has bought over 200,000 acres of land in abide to address historical injustices.

Nabakoba highlighted that the land titles are being dispersed by the government because it had earlier pledged to compensate the absent landlords so that people can live on their land peacefully.

Nabakoba says this is being done across the country and at a free cost.

"The Ministry of Lands housing and urban development has bought over 200,000 acres of land in the country and a total of 1,251 freehold land tittles have been issued for bonafide and lawful occupants in Kakindo sub-county and Nalweyo town council. We have done this in other areas of Ankole, Tooro, Buganda and recently Mbale. The purpose for the issuance is to address the historical injustices unleashed to these regions", said Nabakooba.

Among other dignitaries at the function were Finance Minister, Matia Kasaija, State Ministers, Jonard Asiimwe , NRM vice chairperson Western region, Members of Parliament, religious leaders, RDC's, Omukama Ruhanga Owobusoboozi Bisaka, Officials from Bunyoro Kitara Kingdom among others.

Modal farmers speak out:

Dr. Richard Lubega: Buseesa Village, In started Agricultural demonstration farm on a small scale in 2014 and developed it to a standard four acre modal in 2021 after getting sh1m Emyooka funds. I listened to President Museveni very well and implemented his messages. I earn a net profit of sh290m per year from Poultry, piggery, fish farming, goat rearing, rabbit keeping and Diary cattle just on a one and a half acre piece of land.

I employ 48 workers who work in my farms and a medical center. My demo farm is a training center for university students and other higher institutions of learning. I thank President Museveni for donating sh12m to expand my farm.

Robert Balikagira: Kisaigi Village, I thank president Museveni for donating sh12m to purchase two more dairy cattle. I have four acre piece of land from where I rear goats, dairy cattle, Pigs, poultry, Bananas and coffee.

I earn a net profit of sh25m per month but in the near future anticipate to earn a net profit of at least sh40m per month.

Grace Nabizibu: Kakindo Village; I have a variety of enterprises on my farm, They include, Poultry, Piggery, dairy cattle, goat rearing and coffee growing.

I earn at least sh20m from my farms which I normally invest in other fresh enterprises like fruit growing. If supported I expect to earn at least sh30m per month. I thank President Museveni for visiting and supporting our enterprises.
