Uganda: Police Arrest Nine Over Crime Spree At Museveni's Busia Rally

Police in Busia District have arrested nine people in connection with multiple crimes that allegedly occurred during President Museveni's rally at Buwanda Cell, Masafu Town Council, on November 15, 2025.

Officers say the offences ranged from theft and assault to threatening violence and attempted rape, all unfolding amid the large crowds that attended the campaign event.

Regional Police Spokesperson Moses Mugwe said the first case involved the theft of a Samsung Galaxy A14 phone valued at Shs300,000 and Shs40,000 in cash from Nakilyowa Brenda, a 24-year-old waitress from Sofia "A" Village.

Police say the theft occurred around midday as she attended the rally.

Three suspects -- Mukisa Isaac, Kibwika Suleiman and Abdul Aziz Twaha -- were allegedly found with the stolen property.

Officers recovered the mobile phone from Isaac Mukisa, and a case was recorded at Masafu Police Station.

In a separate incident, the Officer in Charge of Masafu Police Station, ASP Joshua Hasahya, handed over three individuals accused of threatening a police officer during the same rally.

The suspects were identified as Sande Joshua, Bwire Suleiman and Wanyama Brian.

Police also confirmed an assault case involving an SFC soldier. According to investigators, No. 40009 Cpl Paul Omaido, attached to Busia Police Station, arrested two men -- James Chunga and Hiire Mwimbu -- in connection with the attack.

Another arrest was made after members of the public apprehended Mugeni Ronald for allegedly attempting to rape a woman at the venue. Police say the victim has not yet been identified and efforts to trace her are ongoing.

IP Mugwe said all nine suspects were transferred from Masafu Police Station to Busia Police Station for further management.

Statements have been taken from complainants and suspects, and investigations continue.

"It was established that the suspects were from different villages and took advantage of the large crowd to commit the offences," he said, adding that further updates will be provided as inquiries progress.

The incidents have raised fresh security concerns following a string of political rallies across the region during the ongoing campaign season.
