Uganda: Jinja District Integrates Hygiene Education Into Schools Under New Partnership With Dettol

Dettol Hygiene Quest Uganda, in partnership with the Jinja District Local Government, has signed a landmark Memorandum of Understanding (MoU) to permanently integrate hygiene education into the local school curriculum.

Signed on January 8, 2026, the agreement marks a transition from donor-funded programming to sustainable, locally owned implementation, ensuring long-term improvements in child health and school attendance beyond the initial funding from Reckitt.

The partnership adopts a "Sustainability through Integration" model, prioritizing community-led ownership over short-term aid.

By embedding hygiene education within standard education and public health frameworks, the initiative aims to reduce preventable illnesses, improve attendance rates, and foster lifelong healthy habits among learners in Jinja District.

At the core of the sustainability framework is local ownership and accountability. The Jinja District Local Government has formally committed to integrating and overseeing all hygiene education activities as part of its routine education and public health mandate.

This approach shifts the program from external dependency to internal empowerment, enabling the district to manage resources, monitor progress, and adapt strategies to local needs--ensuring hygiene education remains a permanent component of the district's development agenda.

Another key pillar of the framework is the empowerment of educators through free access to AI-driven tools, notably the Dettol Hygiene Quest AI Chatbot.

Provided at no cost, the chatbot serves as an on-demand digital mentor, offering real-time guidance on incorporating hygiene topics into daily lessons and classroom activities. This innovation supports consistent teaching quality, even in resource-limited settings, while building the long-term capacity of local educators without imposing additional financial burdens.

For the first time, the program introduces advanced insights into student absenteeism. Schools and district administrators can upload attendance data to the AI platform, enabling analysis of long-term patterns and identification of root causes, including hygiene-related health challenges.

These data-driven insights allow education leaders to design targeted interventions--such as awareness campaigns or infrastructure improvements--leading to higher attendance, improved academic performance, and better overall child wellbeing.

The framework also strengthens district-level oversight through enhanced data analytics. The local government will use the AI platform to monitor learning outcomes by integrating at least four hygiene-related questions into termly examinations conducted at the beginning, mid-point, and end of each term.

Analysis of these results will provide measurable indicators of program effectiveness, supporting evidence-based decision-making, transparency, and continuous improvement.

Commenting on the partnership, Dr. Shamim Nabuuma Kaliisa, Founder and CEO of Chil AI Lab and Focal Person for Dettol Hygiene Quest Uganda, said the integration of AI tools adds a critical layer of accountability.

"By embedding AI-driven tools into Jinja District's operations, we are not only promoting handwashing but also creating a robust trust layer that verifies real improvements in attendance and child health," Dr. Kaliisa said.

"This MoU ensures the initiative endures as a vital resource for schools, driven by local commitment and accessible technology available to every educator at no cost."

The Jinja District Local Government praised the in-kind support provided under the partnership, including handwashing facilities, learning materials for students, and advanced digital monitoring systems. Officials said these resources will enable the district to independently sustain the program while aligning with Uganda's national health and education priorities.
