Angola: African Group Calls for Transparent, Responsible Partnerships

Luanda — The African Group at the United Nations in New York called on Wednesday for predictable, transparent and accountable partnerships aligned with national and regional development strategies.

Speaking on behalf of the African Group, Angola's Permanent Representative to the United Nations, Francisco da Cruz, said that these partnerships should be focused on achieving concrete results on the ground, especially for the most vulnerable communities.

The Angolan diplomat, who was addressing the plenary session of the Economic and Social Council ECOSOC 2026 Partnerships Forum, said effective partnerships must be fully aligned with national and regional development strategies, including Agenda 2063, country-led priorities and African Union structures.

Francisco da Cruz highlighted the fact that Africa is home to the world's youngest population, emphasizing that effective partnerships are essential to harness the demographic dividend, especially through investments in skills development, innovation, access to energy and sustainable cities.

The reiterated that for Africa, the 2030 Agenda and the African Union's Agenda 2063 are complementary and mutually reinforcing frameworks, reflecting a shared vision of inclusive growth, structural transformation, resilience, and sustainable development.

Francisco José da Cruz added that progress in these areas has been uneven, not due to a lack of political commitment from African countries, but due to persistent structural constraints in the means of implementation, including severely limited fiscal space, unsustainable levels of indebtedness, and unequal access to finance, technology, and capacity building.

The diplomat underscored that partnerships should go beyond project-based approaches and contribute to long-term structural transformation, including industrialization, energy transition, infrastructure development, and sustainable urbanization.

As an example, he noted that the African Continental Free Trade Area illustrates how strategic partnerships can deepen regional value chains, promote inclusive industrialization, and increase economic resilience.

He reported that the African Group considers the review of the ECOSOC and the High-Level Political Forum, as well as the discussions within the framework of the UN 80 Initiative, as important policy opportunities to strengthen the role of ECOSOC as a central platform for the effective coordination, coherence, and monitoring of sustainable development within the UN system.

He reaffirmed the African group's commitment to promoting effective partnerships to increase the synergy of "our joint efforts for the implementation of Agenda 2063 and the 2030 Agenda for Sustainable Development." DC/AMP
