Uganda: DPP Pushes Digital Transformation to Strengthen Justice Delivery

The Office of the Director of Public Prosecutions (ODPP) has launched a high-level engagement with regional officers to accelerate its digital strategy, focusing on improved data management, accountability, and institutional performance.

The meeting, held on March 30, 2026, brought together top management and regional officers for a forward-looking dialogue aimed at evaluating existing data systems, aligning operational priorities, and creating a pathway for evidence-based decision-making across all jurisdictions.

Deputy Director of Public Prosecutions John Baptist Asiimwe emphasized the critical role of accurate and timely data in the administration of justice, urging regional officers to take personal responsibility for the integrity of information from their areas.

"The quality of prosecutorial decisions is only as sound as the data that informs them," Asiimwe said, calling for the adoption of practical and reliable data tools to ensure consistency, accountability, and institutional clarity.

ODPP Director Lino Anguzu signaled a decisive shift toward digital transformation, urging regional officers to embrace technological competence and serve as drivers of a modern, responsive prosecution service.

He stressed that digital adoption must go hand in hand with ethical conduct, supervision, inspection, and measurable performance.

"Leadership at the regional level must translate into visible efficiency, discipline, and output among staff," Anguzu said, highlighting the need for tangible results in prosecutorial work through improved digital tools and data-driven decision-making.

The engagement represents part of ODPP's broader strategy to modernize operations, strengthen institutional oversight, and improve service delivery for justice stakeholders across Uganda.

By prioritizing data integrity and digital capacity, the ODPP aims to enhance transparency, accountability, and effectiveness in prosecutorial services nationwide.

This move comes amid growing recognition that digital solutions can streamline case management, reduce administrative delays, and support evidence-based policies in Uganda's justice sector, ensuring that prosecution services remain timely, consistent, and fair.

Regional officers were called upon to lead by example, demonstrating efficiency and discipline while adapting to digital workflows, positioning themselves as key actors in the transformation of Uganda's prosecution services.

The ODPP said it will continue implementing tools and systems that enhance reporting, supervision, and operational clarity, marking a significant step toward a more technologically empowered and accountable justice system.
