Uganda: Dr. Rogers Matte Appointed Deputy Executive Director of National Planning Authority

The National Planning Authority (NPA) has appointed Dr. Rogers Matte as its new Deputy Executive Director, strengthening the institution's leadership amid the country's ambitious development agenda.

Dr. Matte, a seasoned economist and public policy expert, brings extensive experience in national development planning, academia, and public service. He holds a PhD in Economics from Makerere University, a Master of Arts in Economic Policy and Planning, and a Master's degree in Public Administration.

Prior to this appointment, Dr. Matte served as Senior Manager for Research and Development Performance at NPA, coordinating research, policy analysis, and performance monitoring to support evidence-based decision-making.

His career spans both political and technical roles. He represented Ntoroko County in Parliament from 2001 to 2006 and contributed to the implementation of Uganda's National Population Policy while working with the Population Secretariat. Dr. Matte has also lectured in macroeconomics at Kyambogo University.

According to Charles Musana, Manager for Information Advocacy and Public Relations at NPA, Dr. Matte succeeds the former Deputy Executive Director following retirement. Musana described him as a "seasoned professional with extensive experience in economic policy and development planning."

The appointment comes as NPA continues to drive the implementation of key national frameworks, including the Fourth National Development Plan (NDP IV), the Tenfold Growth Strategy, and Vision 2040.

In related appointments, Dr. Winnie Nabiddo has been assigned as Senior Manager for Research and Development Performance, while other senior appointments include Richard Wansambo (Manager for Regional, Urban and Local Government Planning), Dhikusooka Gyaviira (Acting Manager for Evaluations and Compliance), Kasaijja Ronald (Senior Planner for Economic Governance, Integration and Management), and Katumba Emmanuel Ssenkeezi (Acting Senior Communications Officer).

Musana congratulated the appointees, expressing confidence in their ability to support NPA's mandate of coordinating and advancing Uganda's development agenda.
